Stump the Panel: SharePoint Q&A

Not sure if this is in the right place, but after scouring google I have still not found out if what I want to do is possible. We have WSS 3 and I want to build a common user list that is shared across multiple site collections on the same domain. I need a solution that will allow us to use user fields in forms on different sites and if someone clicks the user link it will take them to that persons updated data. If this is in the wrong spot I do apologize! Any suggestions are appreciated.
